Avalon Control Tower, Airservices Australia

In November 2008 Airservices Australia commenced a renovation of the Air Traffic Control Tower Facility at Avalon Airport, Victoria in preparation for the International Airshow to be held in March 2009.

Incoll was appointed the Project Manager for the design, strip-out and renovation works - all of which were characterised by extremely compressed time frames, compounded by the Christmas shut down.

To succeed within the tight timeline, Incoll demonstrated decisive leadership and quickly engaged both engineering consultants and building trades, which led to the project meeting its financial and milestone objectives.
The scope of works was prioritised as follows:

  • Set-up of temporary control tower facility;
  • Removal of asbestos and hazardous materials,
  • Replacement of the roof and defunct plant;
  • Strip out and refit of the facility with modern environmentally sustainable equipment and fittings;
  • Upgrade footpaths, general security and staff parking facilities; and
  • Decommissioning of the temporary control tower facility and re-commissioning of Avalon Control Tower to provide a full Category C Air Traffic Control service.

The project was completed without disruption to critical air traffic control services and within two weeks the operators were utilising the tower to direct amongst numerous other flight services the landing and take off operations for the Airshow, General Aviation and Commercial air traffic.
